If the operator knows or has reason to believe that food does not meet food-safety requirements, Article 19(1) requires procedures to be initiated without delay to withdraw the food from the market where it is no longer under the operator's immediate control. The competent authorities must also be informed. Management must therefore separate stock still under its control from food already supplied.
At a hotel buffet, immediate control may end when food is served, delivered to another property or supplied to an external recipient. The scope depends on the actual flow of goods. The business should block the affected food, stop service and reconcile stock without using the internal check as a reason to postpone authority notice.
The notice should state the known facts: food, batch, supplier, production or service time, stock, possible recipients and measures already taken. Unknown details should be identified as open. Article 19 does not require a finished cause analysis, but it does require reliable cooperation.
